Jim has filed the following complaint with the Washington State Public Disclosure Commission: ------- "Carol Curtis, the incumbent District 1 Clark Public Utility District (CPUD) Commissioner has violated Washington State Election laws by soliciting and accepting contributions from CPUD management employees and by conspiring with the CPUD management team to use ratepayer funds to conduct an extensive PUD newspaper ad campaign supporting her campaign for re-election. CPUD management by becoming so involved in the incumbent’s campaign has engaged in unethical and illegal behavior. Both should be penalized to the maximum extent possible and consideration given to reversing the incumbent’s apparent extremely narrow election victory.------"
Jim and his supporters are fighting an uphill battle against an incumbent who had the support of the Columbian newspaper (the paper refuses to print any information critical of the PUD without surrounding that information with PUD PR spin), the support of the Vancouver political elite, and the PUD management team (who for some reason does not want a new prospective added to the PUD Board of Commissioners). PUD management has conducted a sophisticated PR campaign paid for with ratepayer funds telling the voters the PUD is doing a wonderful job and ignoring the fact that our rates are among the highest in the state. Finally, Jim's placement second on the ballot probably cost him at least 2% of the vote (according to a recent Stanford University study)
If the PDC agrees that Commissioner Curtis and PUD management violated state election laws it may be possible to void the results of this flawed election and a special election held with a more level playing field. The citizens of Clark County deserve fair and ethical election processes.
